Customer Spotlight: Vendor Assistance Program

Company Background

Vendor Assistance Program (“VAP”) is a specialty financing company that expedites payments to over 900 vendors of the State of Illinois through a State-sponsored Vendor Payment Program. The unique program facilitates faster bill payment without discounting the vendors’ receivables. In its first three years of business, VAP expedited over half a billion dollars in payments to the State’s vendors.

Challenge

Contributing to the State program’s pilot phase meant building a business from the ground floor to support this first-of-its-kind program. Within the innovative program, VAP’s options to use off-the-shelf software or services to process vendor onboarding and the program’s financial transactions was limited. VAP was looking to build business technology in support of its unique business.

Solution

VAP engaged FULCRA from the beginning to help scope and build the infrastructure and proprietary technology platforms that would support its business. FULCRA blueprinted the company’s vendor onboarding and financial transaction processes and provided project management and development services in building a streamlined, end-to-end solution comprised of Microsoft Dynamics CRM, Microsoft Azure Web Services and SQL Server Reporting Services. And with integration with Adobe’s EchoSign service, VAP’s vendor onboarding time dropped from days to minutes. As a startup targeting rapid growth, it was important for VAP to invest in an easily scalable technology environment. Building the infrastructure with limited on premise servers complimented with cloud services by Office 365, Microsoft Azure and Amazon Web Services, FULCRA was able to present VAP with a secure and highly scalable IT infrastructure fit for an enterprise but at startup appropriate costs.
